Biography
He was born in San Fernando, Pampanga, Philippines in 1960 and studied Advertising at the University of Santo Tomas in Manila. He has worked as a production designer in feature films, television, theater and – for the past 10 years – in television advertising. His first feature film, The Masseur, won the Golden Leopard Αward in the video section at the 2005 Locarno IFF. Foster Child screened at the Directors’ Fortnight at the Cannes IFF 2007 and won many awards in festivals around the world, while Slingshotwon – among others – the Caligari Award at the Berlin IFF 2008. Service and Kinatay screened as Official Selections at the Cannes IFF 2008 and 2009 respectively.

Slingshot / Brillante Mendoza |  About a month after Holy Week, a major national election will take place. What future does it hold for a motley group of tiradors – local slang for petty thieves – whose daily survival depends on fast fingers and the yearly atonement provided by divine grace? The tiradors all live in an old dilapidated tenement building in the slums of Quiapo, a busy business district of Manila where they ply their trade. Election day draws near and politicians like Tagasa engage in vigorous campaigns and vote-buying sorties among the slum residents. The campaign culminates in a huge prayer rally with real-life senatorial candidates who are presented to the public. The candidates deliver their speeches, each one promising a better life for Filipinos.
